About Preston Consulting

Preston Consulting was established in 2009 recognising that experienced, independent and focused expert advice and project management is essential to achieving objectives in a fast moving and dynamic environment. Preston Consulting was created to provide clear and concise independent expert advice and support predicated on honesty, integrity, sound technical knowledge and project management to achieve client objectives.

We are a professional group of environmental, technical and commercial consultants and specialist experts, who provide independent advice and management to both the public and private sectors. We provide bespoke solutions and our leadership team is involved in each and every project to ensure the client’s objectives are delivered.

We have been pivotal in the establishment of a wide range of resource management and infrastructure projects. We have provided services ranging from due diligence, pre-feasibility and feasibility investigations, land access and heritage management, primary and secondary approvals and industry implementation, compliance, research and investigations, right through to project closure and rehabilitation.

We tailor the extent of services from a full turnkey service, to advice and facilitation in targeted project areas.

Gavin Edwards

Director

Gavin is an experienced Environmental and Marine Consultant that specialises in environmental impact assessment and approvals, with more than 20 years’ experience across many major infrastructure and mining / resource projects of State significance.

He has fulfilled various roles and completed a range of tasks throughout his career, including obtaining a broad range of approvals, identifying environmental requirements for design and construction, scoping and commissioning environmental and marine surveys and monitoring, stakeholder engagement, assessing compliance, and developing environmental management plans and procedures.

Gavin’s recent responsibilities have been focused on EIA, Government approvals, strategic project advice and planning.

Emma Bax

Director

Emma is an environmental scientist with more than 18 years’ experience as an Environmental Consultant, working primarily in environmental impact assessmentand approvals.

She has supported both small scale and major projects, from early planning stages through to operations, expansions and closure planning and implementation. Emma has a sound understanding of approvals requirements and the role of regulators / decision makers within the Western Australian and Commonwealth approval landscape. Her responsibilities have included the scoping, preparation and finalisation of primary and secondary approvals under Western Australian and Commonwealth legislation, as well as preparation and review of Environmental Management Plans.

Emma also has extensive experience in stakeholder engagement, and has facilitated both internal client workshops and external workshops with key government, industry and community stakeholders to assist with approvals preparation.

Chris Stanley

Director

Chris has over 20 years of experience in environmental impact assessment, approvals and environmental management.

Chris has worked in both Government and the private sector, much of this time dealing with some of the State’s most significant resource projects.
This includes dealing with issues and finding solutions related to strategic advice and approvals, environmental management, renewable energy approvals and greenhouse gas emissions. Chris also has a strong background on consultation with Traditional Owner Groups on environmental matters.

Chris has built strong relationships across industry due to his time across both the Government and private sectors and understands the importance of effective consultation and stakeholder engagement in achieving practical and acceptable outcomes.

Chris Greenem

Principal

Chris is an environmental and marine consultant with over 10 years of experience delivering complex environmental approvals and regulatory strategy across government and the private sector.

He is recognised for his expertise in environmental impact assessment, greenhouse gas management, decarbonisation, and environmental policy. Chris has led environmental approvals for major projects, negotiated environmental offsets, and provided trusted strategic advice to proponents and State and Commonwealth government agencies. He has played a key role in interpreting, implementing, and influencing environmental policy, including assessing environmental management plans for the State Government and contributing to the development of greenhouse gas guidance.

Chris regularly leads engagement with the State Environmental Protection Authority and the National Environmental Protection Agency, achieving approval outcomes and developing pragmatic management strategies that meet client and regulator expectations.

Marilyn Quintero

Associate / Lead Environmental Auditor

Marilyn is an environmental engineer with more than eight years of experience as an environmental consultant. At Preston Consulting, she primarily conducts environmental audits and compliance assessments to ensure the implementation of environmental approval conditions and regulatory obligations. She also has extensive experience in environmental impact assessment and leading the preparation of environmental approvals under the Environmental Protection Act 1986 (WA) (Parts IV and V), the Mining Act 1978 (WA), and the Environment Protection and Biodiversity Conservation Act 1999 (Cth).

Marilyn has contributed to a diverse range of major infrastructure, mining, and resource projects of State significance. Her experience includes preparing environmental audit reports, compliance assessment reports, and environmental approval documentation, while working closely with clients and regulators to provide practical and timely deliverables.

Kalon Gibson

Senior Consultant / Lead Environmental Auditor

Kalon Gibson is a Senior Environmental Consultant and certified Lead Auditor who works with people and the environment to deliver practical, lasting outcomes. He brings extensive experience in environmental approvals, compliance, auditing, mine closure, and community and Traditional Owner engagement, helping clients navigate complex regulatory requirements across the resources and infrastructure sectors. With a background spanning environmental consulting, commercial operations and executive leadership, Kalon combines technical expertise with a practical understanding of business and project delivery.

Operating from Preston Consulting’s Collie office, he also serves on the Board of the South West Development Commission and is President of the Collie Rotary Club, reflecting his commitment to sustainable communities and responsible regional development.

Tamara Blow

Operations and People Manager

Tamara is an experienced Operations and People Manager with a strong background in business operations, human resources, finance, workplace health and safety, compliance, and organisational leadership. She plays a key role in ensuring the business operates efficiently, supporting both the leadership team and employees while driving operational excellence across the organisation.

With experience spanning the consulting and legal sectors, Tamara has led a broad range of business functions. She is passionate about developing efficient processes, strengthening organisational capability, continuous business improvement and fostering positive workplace culture.

Tamara is known for her practical, solutions-focused approach and strong commercial acumen, she is committed to delivering efficient, people-focused operations that support sustainable business growth.
